Yücel Paşmakçı was born in Istanbul in 1935. He had an interest in folk music and started playing saz in his high school years. He studied economics at Istanbul University for two years, but quit to pursue his music study. In 1954, Paşmakçı started working as a saz player at the Istanbul Radio. From 1961 to 1972, he also served as a saz artist in the executive board of the Istanbul Municipality Conservatory, Turkish Folk Music. In 1972, he was appointed to the Directorate of TRT Istanbul Radio Turkish Folk Music and Dances. He also conducted the ensemble "Yurttan Sesler" and taught them repertoires.

Paşmakçı has served in many associations and directorates, such as the Turkish Folklore Association (1974-1975), the Repertoire Board (1972), the Folklore Institute as a chairman (1974), the State Turkish Music Conservatory as a board member (1975), and the Directorate of TRT Turkish Music and Dances, and TRT Music as a director (1979).

Paşmakçı has collected more than 400 folk melodies and dances, such as "Hisarlı Ahmet", from regions all across Turkey. He has complied and translated them into musical notes, and kept in the TRT Archive. In 2009, he released the album "Heritage" (Esen, 2009).
