Özcan Alper was born in Hopa, Artvin in 1975. After graduating from Trabzon High School, he moved to Istanbul to study at the Physics Department of Istanbul University in 1992. He then transferred to the Faculty of Letters at the same university and studied the History of Sciences. He graduated from Istanbul University in 2003. Alper has had an interest in films since 1996 and attended many workshops in Istanbul. In 2000 he started working as an assistant for many films under the supervision of Yeşim Ustaoğlu, a film director.

As a director, Alper shot his first short film “Momi.” He then shot a documentary film "Tokai City′de Melankoli ve Rapsodi" in Japan. It was followed by another documentary film "Bir Bilimadamıyla Zaman Enleminde Yolculuk." In 2009 Alper founded Nar Film with Ersin Çelik and Soner Alper; he shot his first feature film "Sonbahar," which was screened in over sixty national and international film festivals and won thirty three awards. Alper then shot another documentary film "Gelecek Uzun Sürer" (Future Lasts Forever). He received many awards with this film. Alper currently lives and works in Istanbul.
